Is there any way to create equally sized concentric circles in PSE 4?

I want to know if there's any way to make concentric circles in photoshop elements 4.0, and have all the lines equally thick? Thanks.

This is half math and half PSE. I used 4 circles just because 4 divides equally into 100. You could divide by 5, too.

First, open a new file. I used 6in X 6in, white, 300 dpi. Now, use the Ellipse Tool set to Circle to draw a circle. (Hint: click in the center of your file then hold down the ALT key and draw out the circle from the center of your file.) Right click in the circle's layer and click Simplify. Use right click to Duplicate the layer 3 more times. Change the colors of each circle by clicking on its layer and using the Paintbucket Tool.

Here's the math: The whole circle is 100% and each of the other circles are going to be some ratio of the whole circle. 100%/4=25% So the second circle from the bottom will be 100%-25%=75% of the whole circle. The third circle from the bottom will be 100%-(2X25%)=50% of the whole circle and the circle at the top will be 100%-(3X25%)=25% of the whole circle.

If the circles don't have to be proportional, just decrease each circle by a set amount (15%, 30%, etc.)

Here's how my example looks.

I've labelled the layers. Click on the Move Tool. When the bounding box appears around the circle, click on one of the handles and the Width, Height, etc. boxes will show up in the Options Bar. Just click and drag across the 100 and type in the percent you want for the circle you're working on... and it's size will automatically change. You have to type in both the width and the height. When you're done typing in the width and height percentage, click on the checkmark on the right side of the options bar to commit (apply) the change and move on to the next circle's layer.

When you're done your cicles will look like this.

If you divide 100 into 5 parts, your circles will the 100%, 80%, 60%, 40% and 20%.
