Street Fighter:4 D-pad button command confusing for 3 characters...?

I don't understand how to do Chun-Li's, E.Honda, or Blanka's Super and Ultra Combos....its the next to the last step in the button command list that always floors me. There is an arrow pointing back then an arrow below the arrow I just mentioned pointing forward (The bottom arrow is longer than the upper). You hit whatever command that is plus punch or kick(depending on character) The weird arrows are through a Red Dot and not connected, so its def not the zig zag thing thats featured in the chain of button commands to preform most of the other characters special moves. So what does this mean I do on the D-pad or arcade stick when I see an arrow over another arrow going opposite directions?

You hold back for about 2 seconds, then go forward, back, forward, then press the punch or kick button.
