Practical reason why sensitive mammalian scrotum evolved OUTSIDE body with no armoring/protection?

Female mammals have no problems with fertility despite ova kept at body temps. I understand that humans (& presumably, most mammals) would be sterile if testicles did not descend---they need considerable cooling to produce viable sperm.

But if the testicles are as vulnerable and delicate as they're **reported** to be (in terms of impact/trauma), why on earth weren't male mammals created with (or why haven't they evolved---you choose) some sort of really substantial protection? The thighs/limbs are great, but you're still unprotected from the front....You'd think ribs or bony plating would be a biological advantage.

I'm serious, here! Does anyone have any solid biological data or ideas WHY male critters couldn't have been designed or evolved to carry the testicles internally and still be fertile?

Answer:
a) no Intelligent Designer would have built them this way, because this is such a stupid design, so -- no Intelligent Design occurred (there are other examples, such as our retinas being installed backwards).

b) This is probably one of those "good enough" genetic drift things -- we may have been descended from some mammalian ancestor who had descended testicles, but for some other reasons, or even pure chance, he managed to reproduce prolifically.
Don't discount "sexual selection" afterward -- it may have been that female mammals were more interested in mating with males that had a noticeable bulge.

Edit: We have other "good enough" genetic drift deleterious mutations, such as our inability to synthesize vitamin C. Being unable to synthesize vitamin C hasn't stopped us from growing up and reproducing.

Edit: some of the aquatic and marine mammals have testicles that do not noticeably descend, cetaceans being the prime example. Likely, one of their ancestors was still fertile with undescended testicles. Think of this example as functionally reversing a bad mutation from long ago.
